"20 Great Portland Street, London" is a vacant office.
Sorry. As others have said - 'Western Union' raises big red flags.

Subject: [MRCA] Buying Mil-Comm overseas question, any help appreciated.
Hey all, Well i saved up to get a PRC-74.I finally got the funds together
and found a great deal. A complete radio with extras. I sent the money as
requested by the seller in England via Western Union. I got this message two
days later...
Hello Thomas ,
There was a mistake ,the PRC-74 was sent here(UK) instead of to you,i
tried shipping out to you today then i got the following information. I
have been given a mandate by the shipping company(royal mail) that you’ll
needan insurance from the insuring company with respect to the new
UKshipping rules and regulations for units or item that are leaving
thecountry so these units are liable to reimbursement should there bemishaps
or destruction to any of them.
They have refused to ship and need the unit to be insured and I aminforming
with reference to what I was advised at the shipping dock. They are demanding
a 320GBP for insurance of the PRC-74.This is notthe actual amount as the
amount charged for insurance is 20GBP onwhich the receiver of the
package(Thomas cook) is refunded 300GBP via Royal mailCourier from the
insuring company at the point of receiving the item .
You are to proceed with payment via Western Union in the nameof the officer
in charge of Phoenix Life Group Insurance Company who has beengiven the nod
to insure the package and below are the information youneed below:
Name:Richard GreeneAdress:20 Great Portland Street, London, W1W5AH, United
Kingdom.
I await to read from you so that i can pay and get the PRC-74 shipped to
you!Best RegardsColin. So, does this sound right to you guys??? Any help or
suggestions would be greatly appreciated.. Tom Cook KC7RJT702-336-5400
