[MRCA] 60 meter primary frequency change?

It would appear from the FCC declaration that I read that there is no designated digital channel. But there are some vague areas that might imply that such a decision might be reached by the users(I/E ARRL). In theta event whatever the ARRL should declare could be easily ignored.

 
The FCC notice was dated 18th November & if I read correctly should take effect in 30 days from that date..
