Yahbut...in WWII the US submarine force which including its shore support
personnel was only 2 percent of the US Navy was responsible for 55 percent
of Japanese merchant and naval shipping losses.  Personnel war losses, as a
percentage of all submarine personnel, were a fraction of a percent *higher*
than the personnel losses of the Eighth Air Force in their daylight bombing
raids in the ETO.  It was a far more effective submarine force than any other
of the war, including (even especially) the German submarine force.

It sounds like it was worth the money.

Unfortunately, in the nuclear era RADM Rickover excluded most WWII submarine
officers from HIS officer corps and substituted a bunch of technicians who
would accept him as The Ultimate Leader.
