A receiver with sync detection could use the carrier to obtain a "lock". SSB reception would be on frequency.

Maybe it stands for "Partial Carrier Suppression."  Not quite sure what they had 
in mind for it, although I could imagine potential uses such as a pilot signal 
for AGC, a reference for frequency locking for some modems, etc.
