If you're so inclined, and don't require the ability to transmit, the 
ICOM R-7000-series receivers will do the job, nicely.  I have one and am 
able to store mode-independent VHF and UHF aero as well as all NBFM 
public service and amateur frequencies covered in the continuous 
30-1300MHz spectrum.  The R-7000 will also do WBFM, which handles MIL 
old and new family FM well.
