The drive frequency needs to be 400 Hz, NOT 60. (assuming it is normally
run on 400 Hz). There are 60 Hz units, but it MUST be run at the design
frequency. The thins is resonant.

The contacts likely have developed an oxide film ot something inside has
outgassed and condensed on the contacts.

How hard? and for how long do they work? Is your supply on frequency? They
may not work if your 400 Hz is say 350 or 450 Hz. I don't know the
tolerance aqllowed.
