Patrick,
The tuner may actually be made for a shortwire.  HI

Often these rigs are made to go into a short vertical.  

You can usually make networks like these tune into a 50-ohm resistive load
by adding an external series cap. of about 400pF.  A transformer to bring
the impedance down lower to about 25 ohms can sometimes help.  The
combination of the two makes my TCS sing on 80m into a 50 ohm load.  

My TCK does not need any external help to match nicely into a 50-ohm load,
nor did my TBW.
