[MRCA] T-195A/GRC-19 Transmitter problem

I have a new T-195A/GRC transmitter I am trying to put in operation. This is complicated by the fact that, though reconditioned in 1984, it came like so many, less meters.
I am using a PP-7332/U power supply that puts out 29-30 V
I have the output feeding a dummy load thru a Bird.
I am monitoring the driver mA / input voltage / final mA with a mA meter.
Tuning cycle seems to function properly. However, at the end of the cycle the red tune lamp does not come on as I believe it should.
After I put it in the CW position. after 30-40 seconds there is a noise (and brief dimming of dial lamps) which seems to indicate the HV Inverter has come on.
Whem I move the test lever to on, there seems to be proper driver mA (guess).
However, the final mA indication seems low and the input power current most of the time does not exceed 20-25 Aand the most the Bird will ever read is .1 W. Sometimes the red tunelamp comes on, sometimes not. Sometimes it comes on briefly when I release the test lever.
Occasionally though, the power in current will go to 40 A, but still no greater output than 1W on the Bird.
