Of course - that explains it! Last year I brought my FT-857 to Gilbert and had it all set up to work with 151.4 cps tone but couldn't break squelch on my PRC-25 with it. I thought that the -857 tone function was bust, but it probably was low deviation.
I suggest to anyone who is thinking of using a modern ricebox to talk with a milrad with "new squelch" that he be prepared to be disappointed. (I wouldn't want to dig around inside by Yaesu to mess with its deviation pot and the menu permits only adjustment of the mic's audio gain (deviation) control, not the CTCSS.)

You should have not problem as far as PL frequency with the 151.4 PL on
wide band FM rigs, however the deviation of the PL on your civilian set may
be a little low with the "commercial"standard being around 600 to 700 cyles
but on mil sets the PL is usually around 3 kcs deviation.
