[MRCA] Signal Corps film

Although I don't have manuals on all of the models, RAO ran up to RAO-9.  In 
SHIPS 242A, RAO is listed as NC-100A, 1938, and Obsolete (as of January 1945). 
 The others don't have any National number shown.
