I believe they are mods made by the owner, not sure.

Would appreciate the AR-77 manual.  I'll forward it to the radio's
owner.

Hi Peter - interesting radio. With the exception of the t/r switch and
the front panel headphone jacks, it looks like a rack mount version of
the AR-77. The headphone jack on the AR-77 is on the right side of the
radio and would not work there on a rack mount unit.

What are the things to the right and left of the dials?

I can e-mail you AR-77 manuals in pdf format if you need them.
