Even though this question was directed at Al, I'll throw in my experience.

I've always had success easily breaking the 150 Hz tone squelch on my AN/PRC-25, -77, and AN/PRR-9 units, plus a couple of other odd-ball foreign sets, when transmitting the 151.4 Hz CTCSS tone on a commercial rig.

Not too surprising, though, the military radio's 150 Hz tone won't open the squelch on the commercial receiver when that receiver has been set to require the 151.4 Hz CTCSS tone.
