Hams use NVIS all the time, whether they know it or not, for 
regional coverage on40, 75, and 160.

I happen to have one of those 2259 antennas by way of Paul 
Bernhardt.  Perhaps we should play with it.

One of the unused plans I had for the Field-X was to send a 
team South to the other side of the Blue Mountain and see if 
we could work over the 1500-foot hill.

Also, one of the standard GRC-9 antenna configurations is a 
low, half-wavish, end fed wire that can't do much but 
radiate up.
