It's an R-648/ARR-41, the auxilary receiver designed for use with the US Navy's mid-1950s AN/ARC-38 HF receiver-transmitter.  (It is not and never was a replacement for the BC-348, erroneous statements of such in ER Magazine and on some websites to the contrary.)
