On the battery connector pins 1 and 2 are +12V and 3 is negative.  

The handset is an H-33 with the correct connector on it, Harris part number
RF-3000.  Pinout for the handset connector is:

1  +12V
2  Carbon Mic.
3  Phones
4  Ground
5  Dynamic Mic.
6  Ground
7  Primary Keyline
