Yes, indeed.  You will be considered, at the very least,
part of the problem if you don't fulfill your end of the
contract.  If you do and there is a problem, 
you are the one in the right and in the position of strength.  
If you refuse to honor your high bid, 
many people will consider that you haven't 
given him the chance to honor his end and hold you responsible.
And there may not be a problem this time,
since he does have some positive transactions and
he knows people are watching.  

In short- 
To an uninvolved observer who knows neither of you,
if you honor your end of the bargain you look like the good guy.  
If you don't, you look like the bad guy.

It doesn't matter that he may have been crooked in the past-
you have entered a contract and must hold up your end,
giving him a chance to hold up his.  
If you do, no one can fault you.  
If you don't, people will be uneasy about both of you.
Remember- Your good name is worth far more then money.
