I can't give you specific answers, but can give you a general idea. I was in Moto sales for almost 30 years "back in the day". At that time, the low-mid-high tier radios were sold only by Motorola Communications & Electronics Inc. Lower-tier radios (e.g Maxtrac, Moxy, etc.), only became available for sale by the service shops (MSS) perhaps in the mid-to-late 1980's. Initially those "high-tech" signalling systems (MDC, DVP encryption, DSP, etc.) were only available on the mid-high tier radios (SPECTRA was a high-end radio in the day, HT1000 was mid-tier, plus many others). Each product line evolved with a inception-to-end-of-life cycle of up to about 10 years. As technology and manufacturing advanced, it became easier/cheaper to include non-voice features (signaling, data, encryption, graphical displays, MIL SPEC, size/weight reduction) in lower tier radios so as you look through the 80's-90's-2000's you see this evolution of the product lines, and wider presence of non-voice features. APCO P25 didn't become predominant in public safety networks until the early 2000's, and those digital modulation technologies continue to evolve.

To your issue now (how to support your agencies with compatible legacy equipment) can be challenge, and it might take some archeology skills to ferret out what you need! I no longer have any of the marketing literature I saved, but I do recall that there were plenty of product brochures for each item, and also general overview brochures which highlighted a specific product family. Often these product families would overlap to some extent.
