looks like a tunable bandpass filter for UHF. It is not a duplexer cavity. The "Q" and thru put loss can be easily measured. Cable lengths are not critical in a bandpass filter application. It would be used ahead of a receiver to eliminate out of band signals. Stated range is 400 to 470 MHz which covers the 70 cm ham band.
