You can't.  - Directly.

NCIC is for Law Enforcement and Criminal Justice agencies.

However some states provide a limited access but then you need to contact LE
if you do get a positive match

Hi everyone, I am wondering how I can go about to check NCIC to see if a
radio or piece of equipment may be stolen?  I was watching a service monitor
on eBay and right now the person wants $2400, but is willing to let it go
for $300.  I haven't done anything as far as bidding goes, but this sounds
like this person is desperate to get rid of the unit.
