Found this on a Yahoo group. Take it for WHT it is worth.
Now from a real old timer. I go back to the 1950's on six meters when we
were using old F.M. Link* radios with all square wiring and 807's in the
finals. In those days FM was only authorized above 52.500 MHz. We used unheated
crystals and wide open IF with 15 kHz (sorry,it was kc/s back then) deviation.
Someone with a reasonable sense of understanding decided we needed to be 25
KHz inside the FM band just to be safe in those days with not the greatest
frequency measuring devices. So 52.525 came into being.
