[Motorola] Help with Visar programming

I was contacted by a friend of mine about a Visar programming issue.
The radio in question is UHF.
He started with a radio that had a scan group consisting of channel
three only.
The radio had all channels programmed, but only channel three could be
selected.
After reprogramming the radio into the ham bands, he can still only use
channel three.
When you press the up or down arrow keys, the backlight comes on as it
should, but, the channel does not change.
The radio functions on channel three for transmit and receive.
He has reprogrammed the radio with all channels in the scan group and
with no channels in the scan group and in both cases can only use
channel three.
On power up the radio defaults to channel three and the channel cannot
be changed.
The radio appears to program normally.
My friend has programmed Visars before without issue.
Anyone with ideas?
