[Motorola] Railroad Spectra

I have the RIB and the cable and Spectra software, but the
Railroad unit uses different software.

If you know someone with a RIB and a low power Spectra DB15 programming
cable its not that hard to accomplish.  The RR Spectra uses a windows based
CPS.  Just don't apply 12v power to the low power programming cable like you
would with a dash mount Spectra.

I programmed a couple of them, been a long time, but its not that hard. 
Just apply power to the radio and connect the RIB cable and go.
