Ok, i got the PL Encode working!

They removed C52, C51, and R19 on the PL Board.  Reinstalled and 
reconfigured the jumpers, thanks for that info, and now i got Encode/Decode 
working and the station is repeating through the controller but for some 
reason it still mutes the receive audio on transmit, so any suggestions??

I'm thinking there must be a speaker mute option in there that turns off the 
receive audio amp when the station is transmitting, but i can't find any 
info in the manuals, i bet its a simple jumper but i can't find it.
