Compression and expansion may be used on a 2.5 kHz system to improve
fidelity, but never on a 5 kHz system. The default pre- and de-emphasis is
always used, except in certain engineered systems where flat audio is needed
for linking. Pre-emphasis is necessary for noise reduction, and its
companion de-emphasis must be used to return the audio to normal response.

Under what cases would compression/expansion be changed? Ditto for
pre/de-emphasis?
