[Motorola] Multi-XFL Radio

Yes, 40 years of being around Motorola gear and I had never heard of this
one.  It's some kind of government SP- build, but for whom I don't know. You
can imagine what it will be like locating a manual!  At least the boards are
just HT-200.  It's very much like the forestry lookout radios also built out
of HT-200 boards during the same era, but doesn't appear to be forestry.  I
will try to look up the user of the 165 MHz channels still in it on one of
the NTIA lists, which might give a clue.

I do have photos for anyone interested, can e-mail them as my storage space
is maxed out on my own server and the list doesn't allow attachments.
