No. Emergency jumper will cause keys to not function properly, the radio to display NO EMERG if not programmed with emergency, or to go into emergency.
On a high-power Spectra, no jumper is required. If needed, yes, the emergency functionality is at the DB25. However, only the mid/low-powers require a jumper to be installed for the unit to function properly.
You have a bad codeplug. Inhibiting the radio "nukes" the codeplug. Thus the error.
