[Motorola] high power spectra error code question

I have a high power vhf Spectra.  When the radio is read, the error code on the control head display comes up with FL 01/82.  Battlabs says that is a bad codeplug.  However, the computer screen says , "selectivily inhibited"  Does that meam someone shut of the radios memory or what?  I cant read from or write to this radio.  I think it was either a military or government radio.  I think those guys have fun destroying radios.  I have sceen Ht600s that were from government use in great looking shape. Only to find the insides with parts ripped off the boards.  So is this radio a door stop now?  Thanks, Jeff
