This is due to a poor connection to the radio, i see this ALL THE TIME, when 
a radio comes in for programming.  Use a pencil eraser and shine up the 
contacts on the top of the radio.  If that doesn't do it then dissasemble 
the radio and see if there is water damage around the contacts.  A lot of 
the time i see them being used without the cover, or with a speaker mic 
which isn't sealing up properly, over time water can work its way down 
around the pins and corode the flex.
