[Motorola] Mystery users on ham frequency

I wonder if any other list members have ever run across this topic-

About 20 years ago I bought a quantity lot of PT-300 pack sets, all low band
models,  which had been salvaged from a fire at the old Motorola Foster
City, California facility.  These radios were mainly lease returns from
Chevron Oil, on 49 MHz, however there were other ones without owner ID's on
them which were factory supplied in the 25-30 MHz split.

The interesting thing about these 25-30 MHz radios is that they were shipped
from the factory with a 25.8 MHz transmitter and a 29.400 MHz receiver!
This is the first time I have seen commercial gear with either a transmit or
receive channel inside a ham band, although I know that in some parts of the
world, ham use is on a secondary basis.  These radios also have PL, but are
single channel.

I just wondered if anybody remembers what must have been a large system
(with a repeater ?) which operated half on the 10 meter ham band?  Possibly
a foreign military or police system?
