Evan,
Yes, Motorola does sell directly to the end-user. Just call 800-422-4210
and place your order. There's a $5 minimum, and shipping by UPS ground is
free.
The part number of the 16-position top escutcheon for the HT1000 radio is
1305872U01, for about $3. The part number I quoted is for the basic HT1000
radio, without a top display. The MT2000, MTS2000, and MTX series radios
have many identical parts since they share the same JEDI chassis.
You might consider buying the "cosmetic kit" for the HT1000, which includes
all of the case parts, escutcheons, labels, knobs, gaskets, and dust cover.
The kit is part REX4398A, for about $35. Add a new antenna, and you have
what looks like a brand-new radio. I don't think the side-connector flex is
included in the cosmetic kit, and you must replace this when changing cases.
You really should have the HT1000 service manual in front of you before
changing the cosmetic parts. It is still available as part 6881200C40, for
about $25. The HT1000 parts list is available here:

Please consider posting future messages of this type on the Motorola list,
which deals with hardware questions.

Does moto sell direct? I'm looking for the top 'label' for a 16 channel
HT-1000. Has the outline for volume, the ABC switch, etc?
Looking for 4.
Thanks.
Evan
