Steve,

You may be referring to MDC-1200 coding, which is a burst of data that
identifies the radio.  There are some timing adjustments that will
prevent the burst from being heard, but they are somewhat touchy.

All of the radios in the fleet I maintain have MDC-1200 coding,
primarily to keep track of radio usage.  But, it also serves the purpose
of "training" users to properly operate the radio.  Many users start
talking as they press the PTT button, so several syllables are lost at
the beginning of every transmission.  I cured this by enabling the MDC
coding at the beginning of the transmission, and also enabling the short
sidetone option.  Now, every time a radio is keyed, the coding goes out
and then a beep sounds to advise the user that it's okay to start
talking.  It only took a few days to educate all users to wait for 1/2
second before talking.

Most Motorola radios allow the coding to be enabled at either the
beginning or the end of PTT, or both.
