[Motorola] Simplex Cross-Band or Repeater Maker?

I am looking for a plug-and-play method of crossband linking between an
Astro or Spectra VHF and an Astro or Spectra UHF.
The bottom line is, 'Blue Team' uses VHF simplex and 'Red Team' uses UHF
simplex, and we need a tactical link between all portables in both teams.  

Please- no VOX units.  (It's the don't shoot/shoot scenario)
We need something that works off CTCSS decode or busy light.
