[Motorola] Problem with Mot Spectra on scan

Hi.......

I need some suggestions on what the problem might be on a Mot Spectra that 
when placed in scan, it will not receive anything.

Here are the settings....

1. Scan list in op select and I have made sure there is not a mode specific 
list.
2. Mike is on hook and set to enable scan on hook.
3. The scan list is programmed correctly with 1 priority and 5 non-priority 
modes selected for scanning. The lights light or flash properly per the 
scan list programing method.
4. The scan light is on.

Here is another interesting twist. When you PTT with the scan on, the P-1 
light "flashes" one time. But nothing is heard for RX. However, if you turn 
off the scan before the hang time on the repeater drops, you can hear the 
repeater. In other words the radio transmitted.

This radio is a dual control head. swapping heads has not fixed it.

Any suggestions are appreciated.
