Have you tried a different battery?  The serial connection on a P1225 is via the
battery.  I have also seen some P1225 batteries in which the contact pad on the
battery is recessed so far beyond the plastic that contact is lost.

You may also want to disassemble the radio and make sure the three contact
battery assembly is securely soldered to the printed circuit board.

Other P1225s can be read/programmed?
