Don,

The way to do this is with a computer sound card.  The company will e-mail you
a sound file, probably in *.wav format.  When you play this file through your
computer's speakers, it sounds like packet data.  Set up your service monitor
to generate a carrier on one of the weather channels, and tune your receiver to
that channel.  (It's best not to do this test on the primary channel, because
the two signals may interfere with each other.)

Run a shielded cable from the mono audio output of your sound card to the
external modulation input on the service monitor.  Adjust the audio level to
get deviation in the 3-4 kHz range.  Once everything is set up, just play the
SAME code file and your receiver should respond.

The turn-off code is sent three times, so it should work.  One possible reason
why it might not work is that the repeater may be active at the time, and may
be desensing the weather receiver.  Try moving the weather radio antenna well
away and physically shielded from the repeater antenna.  A VHF preselector may
be needed if severe desensing occurs.
