The Illinois State Police also uses 155 meg radios.  Almost all the
mobiles have 1/4 wave 42 meg whips.  Almost all the high bands also use
1/4 wave whips.  The coverage is very similar between the two bands.
However, a mobile with a base loaded 42 meg mobile antenna does not have
the range of a unit with a 1/4 wave whip.  Here high band wins easily.
There are places where high band works better, and others where low band
works better.  This is probably due to different antenna heights at the
bases, and antennas on different sides of the towers.
