About half of the Illinois State Police districts use simplex, mobile and bases
on same frequency.  The other half have the mobiles on one frequency, and the
base on another.  No base repeaters are used.  Most districts have multiple
transmit/receive sites.  The receive audio is feed to a voter at the main
district office either via microwave or telephone lines.  The transmitters are
controlled the same way using tones.  The voter at the district office picks the
signal with the best signal (least amount of noise) and forwards only the audio
from that receiver to the dispatch console.  The telecommunication (they don't
like being called dispatchers) selects which transmitter site, and which
transmit frequency, by pushing different frequency select switches and different
push to talk buttons for each site.  Most bases at the main district
headquarters are 300 watts.  Base transmitters at remote sites are 100 watts.
All the mobiles are 100 watts.
