[Motorola] Quantar Repeater Noisy Squelch?

We have a couple 25-100 watt UHF Quantar repeaters in service.

95% of our mobiles and portables are Motorola and have reverse-burst PL on
transmit.

Our dispatchers and officers are reporting occasional squelch bursts from
the Quantar 
repeaters even when the signal from a Motorola radio using the repeater is
full quieting.

Of course, Brand-X radios do not have reverse burst and all of them produce
a 
squelch tail in the repeater.

Our remaining Micor repeater did not have this problem.

Are there any Quantarists on the list who have resolved this?
