You  may be finding that the actual problem is not from the tone duration, 
but from the fact that in addition to keying up your radio, (which might take 
several tens on milliseconds) you also have to open up the repeater receiver 
squelch( up to 200 ms with PL squelch) and any link paths if a split site or 
voting  repeater system.

    If doubling the first tone works, are you sure you want to try to fix 
that????...
