[Mobile-Portable] Big Farad versus Hybrid Caps?

Someone asked if the ESR requirement changes if one uses 
only part
of the charge in the cap, e.g. one anticipates mazimum 75A peak
surges and installs a cap rated at 300A.

WDYT?
