There also may be metal reinforcing bars in the
parking lot paving that would greatly influence
the tuning of the antenna.

For many years I used the single band coils made
by Master Mobile back in the 50s and 60s.  They
were quite high Q and the antenna needed to
be resonant to work well, but then it worked
REALLY  well!!.  Master Mobile made a motor
driven series coil at the base to remotely resonate
the antenna across the band.  The Q of this setup
on 75m was so high that when tuned with carrier
for zero reflected power, SSB voice signal would
be displaced enogh that reflected power now
showed up!!!

You also might have a voltage problem if you are
running the engine in one instance but not in the
other case.

Philip that's exactly how I have my Hustler mobile antenna mounted.
And I am in the middle of the parking lot, there are other vehicles
close to me but nothing out of the ordinary, normal size trucks and cars.

The building is about 60-70 ft from where I park.

Now I don't have a mobile tuner...YET, but looks like I soon will, if this 
keeps up..:)
