Brian,
I suspect that nearby buildings or other structures may be detuning your
antenna. I suggest that you park in a large open space, tune your antenna
for best SWR and then when you're on your lunch break recheck your SWR at
your operating location. Nearby buildings, power poles, lamp poles, large
vehicles, anything in the near field of the antenna can detune it.
I use the Hustler antennas, mounted at the top lip of my pickup bed (makes
for a tall antenna) and it works very well.
