I believe that the mod consists of dropping the fuel tanks (more than likely 2 in your case) and pulling the fuel pumps. A filter of some sort (ferrite bead?) is put on the power leads of both pumps. The reason one has to drop the fuel tanks is the pumps are actually located inside the tank.
You probably already know this, but thought I would add my 2 cents. Had an F-150 (1996 flavor) and had same issue. HF was okay on 10, 12, and 15. 20 started to be affected and by the time you got to 40 and 75 they became un-usable.
