Perhaps try tuning and setting up the antenna with an antenna analyzer 
rather than relying on a swr meter.  Analyzers don't fold back and you 
usually get a good idea of what is going on as you make adjustments.

I shy away from reccomending one, but almost anything from the past 12 
years or so should work well enough for this.
