 I think the scope of the conversation has been for a single individual, or
very small group of people being in harms way. 9/11 was so overwhelming,
even for the 'pros' that just about any and all communication systems failed
in the affected area. I agree, these days there's no reason to transmit out
of band with ham gear. Get a cellphone, talk with a dispatcher directly and
save your license for what it's meant for - your personal enjoyment of a
great hobby!
