Take it a step further. ANYONE, licensed or not, can transmit on any
frequency if there is imminent threat to life. You'll find yourself in court
facing lotsa charges if that threat doesn't really exist and all other means
of communications have been tried and failed.
Being a member of RACES has nothing to do with this authorization
whatsoever.
I do agree, however, that this activity NOT be encouraged by anyone.
