[Mobile-Portable] Mobile Antennas

I am looking for a dual band, 144 & 440 MHz, gain antenna to
mount on my truck cab.  Using EZNEC to model the antennas I see
advertised and in the HRO catalog I find that the elevation angle
is usualy more than 20 degrees above the horizon.  The gain
toward the horizon is less than that of a 1/4 wave ground plane. 


Am I having trouble with my modeling assumptions or is this
correct?
