If you can hear her loud and strong and she can't
hear you, there is nothing wrong with the antenna.
It sounds to me as if there is something wrong with
the receiver section of her IC-M700.  Does she hear
ANY  signals?  Bad speaker???

Ok now you're getting into an area I don't have a clue about.  We have an 
Icom M700 radio with I know a good tuner.  Our friend is in Hampton VA on 
her boat and we could hear her loud and clear but she didn't hear us except 
through the cell phone as we tried this.  She has a much better and top of 
the line Icom radio and cruised with it for 2 1/2 years before going back to 
work.  My husband is wondering if we have enough ground.
