Go to Radio Shack and get a 10-amp "whine filter."  They are usually 
encapsulated modules that go in the primary DC lead at the back of your 
radio.  Typically your battery acts as a big capacitor and filters out this 
kind of whine, but sometimes it needs a little help.  You're looking for a 
low-pass filter because that whine is audio being impressed on your DC 
power source and you want the DC to get through, but not the low-frequency AC.
