That could well be that it works better on "short skip" because it has a higher angle
of radiation than the full 1/4 wave.
Md to Fla is pretty "short" for 10m! You might likely have a different result given a DX
contact.

May 2003 issue of CQ has an article about how to tune a CB whip for 10
meters. I bought a $14 whip (fiberglass, 4 feet long) from Radio Shack
today, removed the tuning screw and 4 turns of the wire from the top and it
radiates the same as my 102" steel whip. SIgnal report from here to FL was
actually just a bit better for the CB whip. So now I don't have to keep
smacking the trees with the 102" whip. I think I'll use it for some kind
of home ground-plane on the deck.
The article is on page 16 of the May 2003 issue of CQ Magazine.
Now to eliminate engine and alternator noise!
